Electronic bicycles, also known as e-bikes, were recently legalized in New York. While this presents new opportunities and transportation options for citizens, it also presents new dangers.
The new laws remove pre-existing restrictions against motorized bicycles, but have yet to be fully fleshed out, especially at the city-wide level. Certain types of e-bikes, like those that require pedal-assist, are legal, but other, throttle-powered bikes are still banned. All bikes are barred from sidewalks and must be capped at 20 miles per hour. In New York City, shared electric vehicle companies will not be allowed.
Under the new legislation, e-bikes and e-scooters are both considered motor vehicles, more like cars than bicycles. Nevertheless, these vehicles will be exempt from insurance and registration, and thus from NYPD crackdown.
“E-vehicles” will be allowed to ride in bike lanes, but in many cases, they can move as quickly as cars. While some people have expressed safety concerns, lawmakers aren’t worried.
According to Senator Jessica Ramos:
“We want the e-scooters [and e-bikes] to be in the bicycle lane because our long-term goal is to offer alternatives to cars. If we create more access to micro-mobility, we will eventually need more space on roads for all environmentally sensitive transportation. This bill will allow for that demand to be created.”
Even if Senator Ramos is not worried, e-bikes have already presented public safety issues.
